Joint Doctoral Programs
The CSU campuses are authorized to develop joint doctoral programs with the
University of California campuses and other independent accredited
Ph.D.-granting institutions.
The following summary of procedures for developing joint doctoral programs is
based on documents developed by the UC-CSU Joint Graduate Board and the
California Postsecondary Education Commission Joint Graduate Board. More detail
on developing programs with the University of California is available in the
Handbook for the Creation of CSU/UC Joint Doctoral Programs, which can be found

General Procedures
- An expression of interest in and the rationale for a joint doctoral
program is submitted by the respective California State University campus to
the Office of the Chancellor, Office of Academic Program Planning. This
initial expression of interest contains an indication of program need and
supporting evidence as to the requesting department's ability to offer
doctoral instruction. Specific information includes:
- Faculty: degrees, honors, grants, professional and other relevant
experience, publications and other matters pertinent to judging
qualifications to guide advanced graduate work
- Academic unit: experience with graduate study, degrees
offered, number of degrees awarded, year in which each graduate degree
program was authorized.
- Instructional research facilities: description of facilities
available to accommodate joint doctoral candidates.
- Receipt of the preliminary proposal is acknowledged.
- Comments on the desirability and appropriateness of the proposal, and on
evidence of need and feasibility, are sent to the State University campus by
the Office of Academic Program Planning.
- After initial questions have been answered, the State University campus
requests permission to negotiate.
- Formal permission to negotiate is granted by the Chancellor, with
appropriate notification to both the CSU campus and the University of
California or accredited independent institution involved.
- The proposal is added to the campus' Academic Plan.
- The Chancellor will notify the CSU campus when the President of the
University of California or the President of the accredited independent
institution has granted permission to negotiate.
- An ad hoc joint committee of the cooperating units prepares a formal draft
proposal. This proposal is submitted through local University administrative
channels to the President of the University of California or accredited
independent institution and to the Chancellor of the California State
University.
- For the submission to the California State University Chancellor, five
copies of the proposal are submitted to the Office of Academic Program
Planning. In addition to the information outlined in #1, above, the draft
proposal is to include a statement of budgetary support and budgetary
requirements.
- The proposal is reviewed by the Office of Academic Program Planning. The
proposal may be submitted to the California Postsecondary Education
Commission for review and comment simultaneously, or the submission to CPEC
may follow submission to the UC-CSU Joint Graduate Board. Comments are
forwarded to the participating campus.
